Measurement of the Implementation of the Process Management System using ORDARGEST for a Second Level Hospital in Quito- Ecuador, 2025

Abstract

The study proposes measuring the implementation of the Process Management System through ORDARGEST for a second-level hospital. The objective was to measure the implementation of the process management system with respect to four areas: Strategic planning and management, Organizational operational management, Process and product management, and Human talent management; as well as performing a SWOT analysis to assess the internal situation (strengths-weaknesses) and the external situation (opportunities-threats) of the current management of the health unit based on the GUT Matrix (severity-urgency-trend). A web-based questionnaire was administered to managers, administrative staff, and healthcare personnel, with 305 out of a total of 1,084 employees participating. The hospital's ORDARGEST achieved an average effectiveness rating of 72.36%, eight percentage points below the minimum of 80.00%. The internal GUT matrix analysis showed an average motor skills coefficient of 3.3 points out of 5.0, equivalent to high motor skills, where strengths should be prioritized for management improvement and weaknesses should be minimized through strategic corrective actions. Externally, the average motor skills coefficient is 2.8 points out of 5.0, equivalent to average motor skills, where opportunities should be strategically maximized and threats minimized through action plans. The results provide a series of suggestions that can be adopted by the healthcare facility in order to improve the four components of management and serve as a model for other healthcare units.
